These provisions are outlined in the new procedures being introduced into the privatization process of state assets.

According to the new mechanism, the deadline for publishing an auction announcement will be shortened from 30 days to 15 days, and for repeated sales, from 10 days to 5 days.

If a state asset remains unsold in open trading for 3 months, its starting price will be gradually reduced by up to 10 percent.

A "hybrid auction" mechanism will also be introduced for unsold properties. Under this system, bidding initially begins with a price-reduction procedure. As soon as a buyer places a bid, the auction continues upward from that price.

Certain objects that have not found buyers for a long time will be put up for sale with a starting price of 1 million soums to reintegrate them into economic circulation.

According to the plan, in 2026, 1,242 real estate properties with a total value of nearly 100 trillion soums, state shares in 84 enterprises, and 8,000 hectares of land plots will be offered to the private sector.

The purpose of the changes being introduced is not merely to sell state property, but rather to return unused resources to real market participants through flexible trading mechanisms.
