This is предусмотрено by Presidential
Resolution No. PP-354, “On Measures to Improve the Efficiency of Financial
Support for the Agricultural Sector and the Risk Management System,” adopted on
September 28, 2026.
Under the resolution, agricultural
businesses will receive several types of subsidies.
For the 2026 cotton harvest, a subsidy of
500,000 soums per ton will be provided for raw cotton, except for cotton of the
fourth and fifth grades.
In addition, cotton-textile clusters and
enterprises established by them will receive 1.5 million soums per hectare of
land where cotton was grown in 2026.
From 2027 to 2029, livestock farms will
receive an annual subsidy of 500,000 soums per hectare of cultivated land used
to grow feed crops on main agricultural areas. The subsidy will be provided
based on a conclusion from the Agency for Space Research and Technologies.
From October 1, 2026, to June 1, 2027,
businesses importing chilled beef and mutton will receive a subsidy of 2,500
soums per kilogram of meat.
In addition, from January 1, 2027, to
January 1, 2028, a “Performance-Based Subsidy” system will be introduced as a
legal experiment. It will cover part of the costs of agricultural producers for
introducing water-saving irrigation technologies.
The amount of the subsidy will depend on the
recipient’s expenses, as well as crop yields, product quality, and other
performance indicators.
Measures to encourage agricultural
insurance are also planned. In particular, companies that do not have an
insured event for three years will receive a 10–20% discount on their insurance
premium starting from the fourth year.
In addition, 3–5% of insurance premiums
will be allocated to a reserve fund for preventive measures.
