According
to the Regulation, individuals and legal entities can be users of wild plants.
The
collection and harvesting of technical and medicinal raw materials of wild
plants, as well as wild plants for food purposes, is carried out on a fee basis
on the basis of a special permit.
The Academy
of Sciences determines the stocks of collection and harvesting of these raw
materials and plants in the order of special use.
At the same
time, the total area of land on which wild plants grow should be at least 0.1
hectares, and the grass cover should be at least 10 percent.
The Academy
of Sciences annually submits an opinion on the relevant reserves in the context
of districts (cities) to the Committee on Ecology by April 15.
The annual
quota for the special use of wild plants is approved by order of the Chairman
of the Committee on Ecology annually until May 10.
