According
to the Kazinform international news agency, the order of the Minister of
Internal Affairs established that the staff of the police station come into
contact with foreign citizens, as well as employees of diplomatic and
equivalent missions only within their official duties. This includes, among
other things, the suppression of offenses, the provision of help on the
timetable of transport, as well as information about the location of hotels and
catering facilities, according to the Dune news agency.
In
addition, when checking the documents of foreign citizens and stateless
persons, police officers will pay attention to the validity period of a foreign
passport, residence permit or certificate of a stateless person, the
availability of a visa and documents confirming the legality of stay in
Kazakhstan. In case of violations, police officers are required to take measures
in accordance with the Code of Administrative Offences.
The changes
also clarified certain functions of the patrol and patrol service. In
particular, the staff of the Migration Service will assist the units of the
migration service in the expulsion of foreign citizens and stateless persons,
escorting them to checkpoints across the state border.
Police
officers are also required to immediately inform the duty station about cases
when a foreign citizen has fallen behind a passenger train or plane, as well as
about offenses involving foreigners, facts of illegal migration and known
routes of illegal migrants.
Similar
changes have been made to the instructions on patrol duty in ensuring public
order and road safety in populated areas and on suburban highways.
