The
negotiations were attended by representatives of the government agencies of the
three countries responsible for energy, water resources and external affairs,
as well as representatives of other interested departments and organizations.
As a guarantee in the negotiations, the district representations of the general
bank, which provides technical support in the preparation of the draft
intergovernmental agreement, were also accepted.
During the
third round of negotiations, the main provisions of the draft intergovernmental
agreement were discussed in detail, including mechanisms for joint
implementation and project management, issues of financing, distribution of
obligations of the parties, as well as the coordinates of the far abroad.
The joint
implementation of the "Kambaratinskaya HPP-1" project is important
for the further development of regional cooperation between the Central Asian
countries in the water and energy sector, ensuring the sustainability of energy
systems, as well as improving mechanisms for the efficient and mutually
beneficial use of water resources.
It should
be noted that on July 30, 2026, during negotiations between President of the
Republic of Uzbekistan Shavkat Mirziyoyev and President of the Kyrgyz Republic
Sadyr Japarov, cooperation in the energy sector was identified as one of the
strategic directions.
At the
meeting, the importance of early approval of the Kambaratinskaya HPP-1
construction project and the transition to its practical implementation was
emphasized. This task is being consistently implemented within the framework of
ongoing negotiations between the countries on the coordination and practical
preparation of an intergovernmental agreement on the project.
For
reference: the first round of negotiations on the draft intergovernmental
agreement was held on March 31 - April 2, 2026 in Bishkek, the second - on
April 28-30 in Tashkent. The third round in Almaty was the next stage of
negotiations between the three countries to agree on the terms of the joint
implementation of the project "Kambaratinskaya HPP-1".
