The
Constitutional Law "On the Tashkent International Financial Center",
aimed at further improving the investment climate in the country, attracting
international capital and forming a modern financial infrastructure, was
considered at the plenary session of the Senate of the Oliy Majlis.
During the
discussion, it was noted that this Constitutional Law was discussed at the 16th
plenary session of the Senate and was sent to the Legislative Chamber along
with proposals for its improvement. The Conciliation Commission, composed of
senators and deputies of the Legislative Chamber, finalized the Law with the
participation of representatives of interested government agencies and
organizations.
The
Constitutional Law defines the status of the Tashkent International Financial
Center as a separate territory, as well as the basic principles of its
activities.
Along with
this, the Law also contains provisions aimed at ensuring financial stability
for international investors in the Financial Center area.
It is
established that the Financial Services Authority is responsible for licensing,
regulating, monitoring the provision of financial services and additional
services, as well as for the application of coercive measures, and the Tashkent
International Commercial Court has exclusive powers to resolve disputes within
its jurisdiction and judicial administration.
The members
of the Senate noted that this Constitutional Law serves as an important legal
basis for the development of the capital market in the republic and the
expansion of investment flows.
A special
emphasis is also placed on the opportunities that are created for the
participants of the Financial Center. In particular, the Law provides for the
possibility of hiring foreign specialists without obtaining confirmation of the
right to work. Thus, foreign citizens and stateless persons who are persons of
the Financial Center can obtain an entry visa for up to five years.
The
senators noted in their speeches that the Tashkent International Financial
Center is being created and managed to ensure legal clarity, regulatory
predictability, judicial independence, as well as attract and protect investors
in accordance with the best practices of the world's leading internationally
recognized financial centers, and as a leading financial center will contribute
to the growth of the economy of the Republic of Uzbekistan.

of the discussion, the Law was approved by the senators.
