The meeting
considered the Law "On amendments and additions to certain legislative
acts of the Republic of Uzbekistan in connection with the improvement of the
structure of the Presidential Administration of the Republic of Uzbekistan and
the public civil service system."
In recent
years, a large-scale reform has been carried out to create a professional
public administration system, ensure the effectiveness of civil servants and
further increase public confidence in public service.
In
particular, the Agency for Management Efficiency was established on the basis
of the Agency for the Development of Public Service under the President of the
Republic of Uzbekistan, the Fund for the Development of Culture and Art under
the Cabinet of Ministers was transferred to the Administration of the President
of the Republic of Uzbekistan, and the system of state civil service was
improved.
In this
regard, appropriate amendments and additions are being made to some laws of the
Republic of Uzbekistan to ensure the consistency of legislative acts, improve
the system and procedure for serving in the civil service, judicial
authorities, prosecutor's offices, internal affairs, customs, and the National
Guard.
Thus, the
legal status of the Agency for Management Efficiency, established on the basis
of the Agency for Civil Service Development, is being strengthened, and a
system of mandatory approval of documents related to the civil service is being
introduced. Employees of the Prosecutor's Office, internal affairs bodies, the
National Guard and judges are guaranteed to remain in the personnel reserve at
their former place of service when they transfer to work in the Administration
of the President of the Republic of Uzbekistan.
During the
discussion, the senators stressed that this Law contributes to improving the
effectiveness of administrative reforms carried out in the country, improving
the procedure for passing through the civil service, as well as creating
appropriate conditions for the activities of the National Guard, judicial
authorities, prosecutor's offices, internal affairs and customs.
At the end
of the discussion, the Law was approved by the senators.
