According to the Central Bank, a targeted mortgage deposit is opened at a
participating commercial bank during the validity period of the subsidy
notification, where the citizen's required share for the initial payment is
accumulated.
Once the citizen's share is fully formed, the state subsidy allocated for
the initial payment is transferred to the deposit account. Additionally,
interest is accrued on the deposit funds by the bank based on market rates.
The targeted mortgage deposit is valid for up to 12 months. During this
period, the citizen can select an apartment from the primary housing market and
arrange a mortgage loan.
When the mortgage loan is allocated, the deposit funds, the interest
accrued on them, the state subsidy, and the loan funds are directed toward
purchasing the housing. If the loan allocation is denied, the citizen's deposit
funds are returned along with their interest, while the subsidy funds are
returned to the State Budget in the established manner.
As of August 1, 2026, 338 targeted mortgage deposits have been opened
across the republic based on citizens' applications. A total of 23.9 billion
sums has been accumulated in these accounts, of which 13.8 billion sums
represent citizens' personal funds, and 10.1 billion sums account for the state
subsidy allocated to form the initial payment.
