Resolution No. 576 of the Cabinet of Ministers, dated October 19, 2026, approved measures for the gradual introduction of this streamlined service system for citizens applying for state pensions.
The document provides for the implementation of Presidential Decree No. UP-105, dated June 26, 2025. According to the decree, district and city branches of the Treasury Service Committee and the Pension Fund are expected to be abolished starting January 1, 2027. The processes within the treasury and pension systems will also be digitalized and automated.
Instead of the previous local branches, streamlined service offices are expected to be established in the regions. Each district and city office will have between one and three staff members and will operate under the relevant territorial departments of the Treasury Service Committee and the Pension Fund.
From October to December 2026, the new mechanism will be tested on an experimental basis in selected cities in the Andijan, Samarkand, and Syrdarya regions. During the pilot phase, responsibility for assigning and recalculating pensions, changing pension types, and organizing pension payments will be transferred to the territorial departments of the Pension Fund.
Three-member commissions will be established under the territorial departments in the pilot regions. These commissions will handle pension assignment and payment matters in accordance with the Regulations on the Procedure for Assigning and Paying State Pensions, approved by Cabinet of Ministers Resolution No. 592, dated October 13, 2022.
Following the results of the pilot project, the mechanism is planned to be introduced throughout the country starting January 1, 2027.
The resolution was published in the national language in the National Database of Legislation and entered into force on October 19, 2026.
