The document was introduced on the initiative of the
Adolat Social Democratic Party faction.
The bill proposes amendments to the Criminal Code,
Criminal Procedure Code, Code of Administrative Responsibility and several
other laws.
One of the key proposals is to significantly increase
penalties for particularly serious sexual crimes against children. In
particular, the bill proposes long-term imprisonment or life imprisonment for
the rape of a person under the age of 14, as well as for violent sexual acts
committed in an unnatural form.
Under the proposed changes, people who commit crimes
against the sexual freedom of children would not be able to avoid criminal
responsibility because the statute of limitations has expired. The same rule
would apply to the enforcement of sentences.
The bill also includes additional measures to protect
children who have suffered from violence.
For example, it proposes video recording the
questioning of minors who are victims of violence. A special procedure would
also be introduced for confrontations between child victims of sexual crimes
and suspects, accused persons or defendants.
If the violence was committed by someone close to the
child, a representative of the guardianship and custody authorities would be
required to participate during the pre-trial investigation and court
proceedings.
In addition, the state would provide legal assistance
to children who have suffered from violence or witnessed it. This would allow
them to receive qualified legal support to protect their rights and legitimate
interests, regardless of their financial situation.
The bill is also aimed at preventing violence against
children and increasing the responsibility of relevant organizations and
officials.
