The changes were introduced by Law No. ZRU–1179,
adopted on September 28, 2026. The law aims to improve state control and
management in the construction sector.
A permit must be obtained from the territorial
construction and housing and communal services inspection authorities before
starting construction and installation work.
If an apartment building is constructed without a
permit again after an administrative penalty has already been imposed, the
offender may face imprisonment for three to five years.
A stricter punishment applies if the violation of
urban planning laws results in a person’s death or other serious consequences.
In such cases, imprisonment for five to seven years is предусмотрено.
The law will enter into force three months after its
official publication.
