The words "religious extremism" have been replaced with "extremism" in the Criminal Code. Previously, the creation, leadership, and participation in extremist, separatist, fundamentalist, or other prohibited organizations were punishable by the same penalty – imprisonment from 5 to 15 years. Now, 5 to 10 years are provided for participation, and 10 to 15 years are provided for creation and management.

A person who participated in the storage, distribution or demonstration of extremist materials is released from liability if he promptly informed the authorities about this or otherwise helped prevent serious consequences.

Previously, the production and storage of extremist materials for the purpose of distribution entailed criminal liability, including a fine of 200 to 400 BRV. Now, for the first time committed an act, an administrative fine is provided: for citizens – from 50 to 100 BRV, for officials – from 100 to 150 BRV with confiscation, or arrest for up to 15 days (art. 184⁵ of the Administrative Code). Criminal liability occurs if the act is committed after the application of an administrative penalty.

The Law "On Countering Extremism" has been significantly amended. Previously, lists of banned organizations and legal entities with suspended activities were published on the websites of the Ministry of Justice and the Supreme Court. Now the Ministry of Justice will maintain an open Electronic register, which also includes extremist materials and Internet sources that systematically distribute them.

Previously, the law did not establish who recognizes materials as extremist, and did not limit the period of suspension of a legal entity's activities by a court decision. Now the Supreme Court does this at the request of the Prosecutor General, and the legal entity's activities are suspended for up to one year. A complaint against the decision is filed within 72 hours and does not suspend its execution.

Persons convicted of extremist crimes may not engage in educational, journalistic activities, provide psychological assistance, or establish mass media until their criminal records are expunged or removed. Individuals who report the facts of extremist activity are protected by the State and can be encouraged.

The document was published in the National Database of Legislation in the official language and entered into force on 11/03/2026, Norma reports.
