According to the investigation, they planned to register in the name of a citizen, born in 1989, a land plot with a total area of 30 acres, previously allocated to a resident, born in 1967, for animal husbandry purposes. Of these, 2 acres were in use by the mahalla, and 28 acres belonged to the state land reserve.

The attackers promised to change the category of land: some to non-residential, and some to residential, for which they demanded 57 thousand US dollars. Additionally, they requested 3 thousand dollars for paperwork through their "acquaintances" in the cadastral authorities.

During an operational event conducted by employees of the State Security Service and the Department for Combating Economic Crimes, the chairman of the makhalla and the assistant to the khokim were detained red-handed while receiving 28 thousand US dollars for land and 3 thousand dollars for registration of cadastral documents.

Currently, a criminal case has been opened against them, and investigative actions are underway.
